Proponents say that these proposals will increase housing production. They will take away your City Council Member’s vote and shift the balance of power to the Mayor. Your Council Member represents you and your neighbors when developers ask for zoning changes. Housing can and should be built without eliminating your voice.
Vote NO to preserve the public’s voice.
Proposals 2 and 3 create a “fast-track” review for rezoning and completely cut out the Council’s vote. Proposal 2 will apply to community districts where there has been the least affordable housing development, no matter how many new apartments have been built, or if the district is already very dense. Proposal 3 will apply citywide to some smaller projects. The proposals will cut a few months out of the public review process but eliminate the City Council’s ability to shape or improve rezonings. The Mayor’s City Planning Commission will have the final vote.
Proposal 4 nullifies the Council’s role in the land use process. If the Council votes no on a rezoning, an appeals panel of the Mayor, Council Speaker, and Borough President will get to make the final decision. The City Council often requires more affordable units in a rezoning, at prices more New Yorkers can afford.
Hold onto your say in how your area changes. Your Council Member is most attuned to a community’s needs and concerns. The Ballot Proposals may sound appealing, but they will stifle your voice.
